You forgot the red gem.

I can't find the topic where a decision was reached, but I managed to find a topic involving a discussion over banning them or not.

The entire game is broken enough, so what does it matter?

There is absolutely no reason to ban the gems, I don't know why people keep bringing this up.

Debug mode is a cheat that allows you to move at swift speeds through anything directly to the end of the level (which is always faster than running the level.  The Sky and Purple Gems are part of the game you can unlock, plus going directly to the end of the level with these is almost always far slower than running the level.

All gems in general I mean, especially the red one, the one you can throw and the unlimited jump one.
I think it's plausible that they were actually left in debug functions.

Or that Sonic Team forgot to properly implement the action gauge, since it's always full and never empties.

Regardless of what purpose the gems might have had in development, the fact is they're there now and an upgrade no different than light dash or bounce attack, like F-man said. When have we ever banned something because it wasn't supposed to be there, anyway? >_> Things only get banned when they're detrimental to competition. Gems aren't.
